Instructions for using Legal Radar
How do I find legislative projects under preparation?
Legal Radar displays laws and regulations that are currently under preparation.
- Go to the Legal Radar section (Under preparation)
- Select the category you want (Finland or EU)
- Hover over the dot shown in the view
- You will see the basic information about the legislative or regulatory proposal in question
How do I open more detailed information about a legislative project?
- Hover over the dot for the legislative project
- Click Read more
- A page will open showing:
- What it concerns – a summary of the content of the proposal
- Current status – what stage the preparation is at and what documents are available
How do I add a legislative project to my watchlist?
The watchlist function allows you to collect the legislative changes that are important to you in one view.
- Open the legislative project you want in Legal Radar
- Go to the Current status page
- Click the heart icon in the bottom right-hand corner of the page
- The legislative project will be added to your watchlist
Where can I find the legislative projects I am watching?
- Go to On watchlist in the top bar
- You will see a list of all the legislative change processes you are watching
- Click Read more to return to the Current status page for the project in question
General questions about Legal Radar
What does “legislation under preparation” mean?
Legislation under preparation means laws and regulations that are still in the legislative drafting process.
The content may change significantly during the preparation process, and it is not yet legally binding.
Is the information in Builder's Legal Radar legally binding?
No.
The information presented in Legal Radar and the forecasting sections is information that is still under preparation.
Legally binding legislation (laws and regulations) can be found in the Statute Bank, which will open in the service on 1 October 2026.
If you are uncertain about the legal significance of the information, it is recommended that you contact legal experts.
Does Builder's Legal Radar include all regulations concerning the construction industry?
No.
The service focuses on key regulations concerning the construction industry. The industry is also subject to other legislation, such as:
- tax legislation
- competition legislation
- company law
These may not be included in the service.
What should Builder's Legal Radar be used for?
Legal Radar should be used when you want to:
- monitor the progress of legislative projects in good time
- prepare for future changes
- understand the direction in which regulation is developing
